The 45-th General Assembly of the Council of Bureaux 2011

On 26 & 27 May 2011 took place the 45th General Assembly of Members of the Council of Bureaux. As it was decided during the General Assembly of 2010, this year the General Assembly was organised in Dubrovnik, Croatia. In this meeting participated representatives from the 45 Bureaus, members of the Council of Bureuaux. The Albanian Insurance Bureau was represented in this meeting by the Executive Director Mrs. Antoneta Çela and the Head of the Claim Department Mr. Rasim Berisha.
During this Assembly were discussed different important issues and reports, in the aim of the improvement of the Green card system and in conclusion were taken several Decisions. The General Assembly was opened by the welcome speech of the President of the Council of Bureaux Mr. Mariusz Wichtowski.

Than the meeting continued with the discussions on:

  • Annual Report of the General Secretary of the Council of Bureaux Mr. Alain Pire, on the Annual Activity Plan of the Council of Bureaux;
  • Report of the President Mr. Mariusz Wichtowski, on the Modification of the Constitution of the Council of Bureaux;
  • Annual Report on the online Guarantee Calls reported to the web page of the Council of Bureaux by the member Bureaus, during 2010 and the Financial Stability;
  • Disscusion on the Border Insurance, VAT issue, and personal data protection;
  • Report on the International MTPL Fraud;

At the end of the meeting were taken several Decisions and Recommendations, in regards to the:

  • Modification of the Constitution;
  • Acceptance of the Bureau of Montenegro as a full member, without a transitional monitoring period, on the basis of Article 4.2 b) V) of the CoB Constitution, with effect from 1st January 2012, this decision is adopted under the condition that the Bureau of Montenegro will furnish adequate financial guarantees primarily similar to the ones requested from transitional members and in addition fulfill the usual requirements for new members;
  • Termination of the obligatory monitoring of the Bureau of Bosnia/ Herzegovina with effect from 1/1/2012, with a recommendation to the Bureau to maintain its financial guarantees;
  • Implement of S/MIME solutions or compatible higher level protection systems;
  • Recommendations of the modality calculation of the interests of delay on the Guarantee Calls;
  • Recommendations on the modality of the confirmation of cover;
  • The approval of the mandates for the Management Committee, Internal Auditors Committee, Application Committee, Monitoring Committee and General Rules Committee;

The General Assembly of members decided to appoint Mrs Greet Floré as Secretary General of the Council of Bureaux from 1st January 2012.
